Mandatory well child checks once a year- treatment for specified illnesses that have the potential to go critical at enormous personal, or social cost. Shouldn't be hard to draw up such a list. Pediatricians are doctors, and doctors are quite familiar with triage.

That's my educated opinion, and I doubt you can produce anything that will change my mind.
