Yiwu's comment is half true at best. That is a typical Chinese propaganda about how much progress China is making. China government and its proxies always show you the best side.

My family members and their Chinese-Mainlander partners who travelled between US and China at least six times a year can attest to the above facts.

The average Chinese do not need internet to live their daily life even in major cities like Beijing. However a wireless phone is a different story. China does not have a good landline telephone infrastructures (old technology, expensive and hard to maintain). Instead China counts on wireless infrastructures to catch on to the new world.
