Yes, I think the Districts fund the firemen and women.....Best that each District citizen call, and visit and see what is going in their local area. Find out if 'asprins' can be given to anyone with having a Doctor prescribe them (look up deinstitutionalism, and the ACLU's role in this...) You may find you are blaming the wrong people... Each citizen should be responsible and check for themselves what is going on in their area....When enough people do this, I think we will all find that all of a sudden, there will be changes made. The Federal Government can't, and shouldn't, be responsible for every little detail of our lives.
