universal well child exams Post WW2, when I was a kid, when everyone stiffed the doc and the hospital, a Registered Nurse visited every family, rich or poor, that had new born children. Apart from the vaccinations, the isolation hospitals and the constant education on how to avoid polio and TB, that was the public health program. The reason fifties kids where I grew up were so healthy was the visits from the nurses.
