I expect that the cattle farmers will take the biggest hit in prices and the consumer won't see the full benefit of it.

Cattle farmers? Now there is a term that you won't hear west of the Beltway. There are cattle ranchers and grain farmers running beeves and dairy farmers and feed lot operators. But in my 53 years around ag, I've never heard of a cattle farmer. That said, this is probably really making them an endangered species.

The consumer may see no benefit whatsoever from this debacle.

You see, in America the laws of supply and demand have been supplanted by the golden rule. Which states that no matter how it screws the basic producers or consumers, the corporate moneychangers always gotta make the gold.
