In my previous life at the EPA (no, I'm not kidding about that, either) I watched the ebb and flow of politics up close and personal. There was a legitimate ongoing trend to be more collaborative and to rely less on legislated solutions and enforcement. There was also a lot of pressure to just quit protecting the environment in favor of industry. It was often hard to tell when initiatives were the former, a good thing, and when they were the latter disguised as the former. While that was a previous life and I no longer see it up close and personal, I suspect that the entire Bush program is of the sheeps' clothing variety. It sure quacks like a sheep.
