The foreigners that are receiving interest payments on this debt are realizing less income relative to their own currency as the US dollar declines. The Chinese with their currency pegged to the US dollar are not seeing the decline, "but" the purchasing power of this interest income becomes less as the US dollar declines.

How long will people put up with this decline in purchasing power?
