The Clean Air and Clean Water Acts are not the stuff of "religious environmentalists." They're utterly mainstream and very popular Yes, they are popular. But the language written into them was ending up stopping the upgrades of older plants. I think this was an excellent solution. And I think the court overstepped. We will find out when it is appealed.
