The language, rather than forcing plants to upgrade, allowed them to delay upgrade until such time as other improvements were made

Again, the law of unintended consequences. It is now cheaper to go out and build a new plant on a green site than to add plant facility at a brown site. So guess what happens.

A lot of the reason for Business's of all types not building in the Cities is because of this brown/green type of laws.
