I think you were paraphrasing Santayana talking about learning from history or being condemned to repeat it. In Eastern Mysticism the same subject is addressed under the banner of "karma" with the ego being the mechanism of delivery. And it it not just individuals that are so involved, but also communities, cities, regions, States, Federations, Republics, Empires, etc. The Empire is the relatively inevitable successor to the Republic corrupted by Greed.
