Nifty article. Besides going through the numbers game that the Administration plays to deceive the American people, it gives you a pretty good outline of what Reagan did with the budget. Playing the game of authorizations, supplementals and outlays. Find any conservative web site that touts Reagan's fiscal record. What they do is blame the Democrats for outlays; outlays are by the Adminsitration, not the Congress as this article correctly describes it.
