It apparently leaves its spokes persons with no huevos to speak up for what it does promote as well.

Huevos don't have anything to do with it. No one can speak for what atheism promotes because it doesn't promote anything. Atheism is defined by what it's not, not what it is. It is the dismissal of theism. Nothing more to it. So there really isn't anything to speak for, only to speak against the presumption of religion as the ideal.
