Other than in Saudi Arabia, which limits our actions from there, the next largest permanent base is in Diego Garcia,

That's incorrect. The U.S. is largely abandoning its installations in Saudi Arabia out of respect for the concerns of the Saudi royal family w/r/t national unpopularity of U.S. troops on Saudi soil. In the meantime, U.S. military installations in Qatar are growing at a rapid pace and represent the hub for all U.S. military operations in the Middle East. Additionally, large contingents of U.S. troops and supplies are now permanently located in Kuwait.

Diego Garcia is a very important staging area, but its sphere of influence is quite a bit broader than the Gulf region alone.
