Few people understand the difference between "budget authority" and "outlays."

I started to say, "They should, it's not rocket science." but then I remembered all the conservative web sites where it's quite apparent that they don't understand.

What I think is really cool about FY $$$ is that they don't have to be spent on the program that they were requested for or authorized by Congress for....that's cool.

For example, suppose you have a program authorized in FY 2000, with two-year money. The program overruns in FY 2001. You've got a choice, go back and get Congressional authorization for additional funds; get a new budget submittal for FY 2002 to cover the overrun, or better yet...get your accounting office to find unspent funds from FY2000 and blow off Congress and the White House budget.

I've also seen money trasferred from one DoD entity to another DoD entity for a specific program. Then the receiving entity spends it on something else altogether [with a little chuckle].

The Department of Defense (DoD) is funded with all types of money. They have plenty of magic bucks and I doubt if anyone can tell what is stashed there.

If we really knew all the details of Federal accounting practices we might begin to think that Enron accounting practices were pretty reasonable.
