I saw an article recently where the Joint Tactical Fighter program was going to over run be a mere $5B. Not bad for a program that is the largest DoD development program in history.

So some where along the line there will be $5B added to the budget. It's big enough that it will a new budget submission with Congressional approval. There's no way that they'll refuse that plus $5B.

Then I got to thinking....we're going to add $5B to the DoD budget. Somebody knows what fiscal year/years will be committed. I don't, but don't much care. But, some people will see an increase in DoD spending of $5B [plus more for other existing programs] and will interpret that as "building the military". It was just an over run. It really didn't create a new program, or add new fighter purchases.

Then I wondered....suppose we subtracted out all the overruns, cost associated with the "wars" in Iraq, etc...after all costs associated with pulling the reserves or national guard into active duty don't "build the military"; you drop a bunch of bombs and then replenish the inventory, etc. There's no residual value in those types of expenses. There are a lot of Billions being expended. How much are we really building the military after those expenses are subtracted out?

Do you know of anyone that has done that exercise?
