The two primary domestic focuses of the pending SOTU speech will be:

Ending the PILLAGE of the barbarian hordes of tort lawyers who are perverting the law.

and

Establishing private Social Security accounts for the emerging generations who are getting RIPPED OFF by the Greatest Fraud in Human History.

The proposals will meet one of two results: They will be passed by desperate Senators who have to face their publics in 2004, or they will be HUGE weapons used to DEFEAT those Senators in 2004.

It's a win-win situation for the Bush team.
