I disagree with the conclusion formed by the owner of the web site.

The Powers mission was mandatory in that the Soviets were getting better at camouflage techniques and the site picked had not been altered for that yet but was scheduled to be altered. Timing was everything and getting reliable spies was very difficult in Russia.

Also, we weren't ready to put up a spy satellite yet but the Russians were ready and even bragged they could send one of ours up for us if we wanted (we told them thanks, ...but, ...no thanks!).
