He killed the post- 911 jobs recovery by creating a climate of fear and banging the war drums so hard in 2002 that the entire economy ground to a halt that it has never recovered from. Companies were preparing to hire in spring 02- the stock market was rallying as if the correction was a cyclical correcton and not a bear market, and Bush started the Iraq war singlehandedly. Bush does not incite optimism in CEOs or corporate leaders for the US. They feel no need to add to their infrastructure in the US. Bush creates a climate of fear.
