elmat, depends on which part of China you are talking about<g>
People in Southern part of China are very stoic to the cold due to most of them have no heating facilities in winter both at work and at home, even if the winter there could be as cold as zero degree (Celsius) or below on top of the cloudy weather. But people in Northern China, are not as cold-proof<g>, because they are "spoiled" by heating facilities in buildings in winter, both at work and at home. So the conclusion is that people in north China usually wear a lot outside the house, while people in the south do not wear as much in winter.

Comparing to people in the US, Chinese in the north wear much thicker cloth in winter, like a couple of layers of pants, including underpants, sweater pants and even pants made of goose downs or a thick layer of raw cotton.

For people in Guangdong, it could be, but for people in Beijing, not likely because they usually wear a lot in winter. Although in last winter, the SARS victims in Beijing are mainly visitors from other provinces.
