Well, first of all there are a whole host of things that the US government does that penalize workers here in the US. Dean can remove those barriers and he has stated as such. For example healthcare, we need to fix this problem, healthcare is being paid for by a few and it services the many- the "few" being the workforce who pay high rates for service (AND DRUGS). Next the tax burden is highly skewed towards workers under 80K with social security mixed in. Companies have to pay this social security tax to hire anyone in the US, that needs to be spread out elsewhere (maybe the republican sacred cow of "passive income" <wink wink> or social security needs to be cut, because these costs are just too much to bear in a globalized environment. The foreign currencies need to be floated against the dollar and if they arent, we don't trade with those countries- period. Next, make every company disclose the number of US employees, the number of offshore employees, number of layoffs in the US and number of offshore layoffs and make this info available to investors. Don't let companies run from what they are doing just announce it. And lastly, shut off work visas except for very rare "one off" events. Work visas are used to import and train people so they can go offshore to set up ops there.

All of these small fixes would have a profound effect on the situation, without really shutting off trade or making the US opt out of the WTO.
