Then how do you explain that within 9 months of Bush taking office the terrorists struck at the WTC. Remember Bush was vacationing at his ranch while the terrorists were plotting to strike the US.

Whereas during the Clinton era, all that the terrorists could do is strike at US targets overseas only.
