"The Israeli army on Monday issued orders to dismantle four Jewish settlements in the West Bank after the government cut legal red tape delaying their removal. All but one of the outposts are uninhabited and the move was unlikely to lift pressure on the government of Ariel Sharon, prime minister, to remove dozens more."

How is it a "settlement" if no one is there?

BTW, how do "unauthorized" outposts get power, water, and telephone, and (I'm afraid to ask) what do they do with their sewage?
