Everyone knows that Federalism is the secret pass phrase for the Keeping the Darkie Down Society. It used to be. I don't think it is anymore. But how would one know? It took me, as a federalist, a long time before I recognized that what was principle to me was code to others and it bothered me a lot, so much so that I quit advocating federalism. My sense is that that's in the past, but just as I was unaware of the code then, I could be unaware of its perseverance now. Those things don't end on a dime. There may or may not have been a "memo" to start it but there was surely no memo to end it.
