No I'm not. The straightforward interpretation would be that they used the same 4 confidence categories for all the "confidence" questions. That's the way polls usually work. The "facts and logic" cheesy high school debate tricks interpretation might lead elsewhere, but that's your territory.

And once again, the stories clearly states:

Regarding the Coalition Provisional Authority, led by US administrator Paul Bremer, 43.5 per cent of those questioned expressed no confidence, and 29.9 per cent said they had not very much confidence.

Your steadfast attempt to turn the 29.9 % "not very much confidence" into something positive is amusing but ironic in light of your original "spin" angle.
