This is the final version published in February 2001. It is not specific as to method of attack but it clearly mentions the potential for attacks on U. S. soil. Although the final version was delivered to the Bush Administration in February 2001, its earlier version was available to the Clinton Administration. Anyone in either administration who was responsible for national security should have put 2 and 2 together with the the other intelligence available.

The recommendations of the Commission generally have been accepted--even the recommendation for preemptive strikes. Unfortunately, these recommendations were acted upon after 9/11/2001. Even then, the government dragged its feet.

I am no fan of Mr. Hart. However, when Mr. Rudman signs his name to something, you read it and you take it seriously.
