Bill.. One thing to keep in mind is IB makes you choose base currency for your account.. So if you end up opening with USD as base currency, then you will be hit back and forth in foreign exchange conversion costs with each trade if the underlying security is trading in another currency..

It is possible however to have multiple accounts, each with different base currency.. So if you choose to open an account exclusively to trade canadian stock, I would suggest seeding it with CAD so you end up paying for foreign exchange transfer only once.. This of course won't help if there is long term foreign exchange fluctuation and but since USD is supposed to decline going forward may be it won't be an issue for you..
