You will note that I was referring only to the rates for 'street crime' --- which all international organizations realize is higher post-invasion then they were pre-invasion.

Much crime may be regarded as 'official crime' under the Dictatorship ('crimes of the government'), and a fair argument may be made that that crime is much diminished... but Pro's post concerned only 'street crime' (rapes, robberies, murder, etc.) all of which is higher in '03 than '02.
