Anyone in either administration who was responsible for national security should have put 2 and 2 together with the the other intelligence available. Classic government [and private sector] response to security issues. We'll wait until it happens. The Hart-Rudman report didn't come up with any thing new. All it did was publish what some one already knew, including the counter measures. Economic terrorism. In some cases there are no counter measures. You want to play havoc on the beef industry? Infect a few dozen tennis balls with hoof and mouth and drop one each into a major herd. That would not only decimate the beef industry, it would also thoroughly and effectively destroy the public's trust in the safety of the food supply. jttmab
