So let me get this straight.... the Mullahs are bribed into letting them build it up, so its Khatami's fault? I guess that's about par for the course in the Mid East.

I read an article the other day about how the 4th ID is beginning to upscale their payoff program to the local religious leaders in the Sunni Triangle. Gave out a bunch of cars to the Mafiosos.
