BUsh should work towards diminishing the fear factor amongst the general public. Not increase them with the presence of the sky marshals.

I think it is proper to assume that Bush has every intention of scaring the general public as much as possible for purposes of controlling the weak-minded among us. It works the same in any society. And is the standard operating procedure of totalitarian regimes the world over, both today and historically.
