Chinu, we know for a fact that the 9/11 plotters were planning their attack since 1996.

Whereas during the Clinton era, all that the terrorists could do is strike at US targets overseas only.


OBL declared war on the US in 1998. When he saw that there was no sustained response to the attacks on Khobar Towers, the US Embassies, and the USS Cole, he became emboldened to carry out bigger attacks.
