I'm still betting on the Office of Special Plans. But that's just me.

I'll give you 10:1 odds on Mossad. The forgeries came along before the OSP really got off the ground. And from what I can tell from Hersh's write-up and other sources, the OSP was largely a 'stovepipe' operation that was filtering all available dirt on Saddam and passing it up the chain of command to Rumsfeld, Cheney and Bush, rather than actively engaging in fabrication of evidence.

If not Mossad, then the hand of MI6 also appears to possibly be operating in collusion with the Italian spy apparatus.
