Well I've seen a lot of speculation about these forgeries, but little that's definitive. There seems to be little doubt that they "surfaced" in Italy.

But little seems to be publicly known of their origin. Speculation includes Manucher Ghorbanifar of Iran-Contra fame. While some meetings between DoD and Ghorbanifar have occurred

if Niger was discussed, I know of no source. Britain claimed additional info linking Niger and Iraq, but that also seems questionable

From RW sources, I've seen speculation it was the French or Russians that made the forgeries, on the theory that when they were proven to be forgeries, they would discredit the US and Britain. But again I've seen nothing but speculation. Also, I've seen speculation that the Italians did it for unknown reasons, and that some unknown African diplomat (with no name) in Rome is responsible. To me, much of this sounds like obfuscation.

In addition to who made the forgeries, is the question of why they were used when it was known they were fakes.
