It provided these foreign workers with H-1B visas that allowed them to work here temporarily. But under pressure to save such jobs for the native-born, the number of visas allowed under this program was reduced from 195,000 to 65,000 in October.

Bruce Bartlett hasn't done his homework.

We aren't even close to using up the 65,000 work visas available since the visa cap dropped. There is no demand for work visas anymore, if there was- I'm sure congress would have kept it up. Even the tech lobby didn't bother with much lobbying for visas.

The work started moving offshore as soon as it was possible for the simple reason that it is cheaper to hire indians in india than it is to hire them here. CEOs walked up and down the isles at Microsoft and said, "hey why should I pay US wages for an Indian labor force".

Again, if we never started the program, this whole mess would have been a non-issue. Now we've lost the industry and Larry Ellison is whining on TV.
