I know this is silly, but the first time I used one I didn't realize there are buttons on both the mouse and the transmitter. You have to put them close together and press one after the other (I think the transmitter first).

The other thing is that the instructions say that you should keep the transmitter a few feet away from any electronics. I put mine on a table near the computer but away from the monitor and cpu and printer.

Also check the connection if it is a PS2. Logitech has a crummy connector that falls out often.
