I would cut off foreign work visas, the "temporary" workers that come here cheaply and take whatever they did here home with them. Thats what happened with technology. Of course industry CEOs will lobby against this which is why no real progress will be made in the Bush white house, short sighted "gimme gimme" corporate sponsored proposals seem to be the order of the day with Bush.

If we need more workers we can extend our real immigration policies to allow maybe 40K people in per year who want to work here AND STAY HERE.
