I have a good friend who is a good teacher, but she objects to accountability for the reason stated above and because the schools have become so politcal that she does not trust them to be fair in evaluating her performance. (Which is a real argument for trashing the whole system)

That is a negative projection. Nearly all Americans project things that might impact them, with a negative slant. That teacher is expressing concern about her own well-being not the students.
If your friend believes the system is broke, she should realize that some of the changes will have to be made where the rubber meets the road...The teaching staff needs a new viewpoint.

After many conversations with teachers, admininstrators, and educators I am convinced the system is so broken and corrupt that vouchers are the only hope.

Vouchers alone will not do it. Why are private schools successful is the compelling question. Which of the things they do differently that contribute to their success can be transferred to the public school systems is an approach that should be looked at closely.

Vouchers are money. Eventually they too can corrupt a system.
Accountability worked in every job environment I was ever in. The need for accountability was taught in very managemnt course and leadership school I attended.
Why should teachers be exempt? Especially since their system is broken.
