Well I think we have to start with registered voters that actually vote. But I also think that some people don't vote because they get the impression that their vote does not count. It will be hidden behind the elector's vote, which can be switched if the elector so desires to go against the majority of voters in his state.

We need to go to a system that honors each voter. One person, one vote.
