The situations I had in mind were those children who are severely disabled and we defy reason by trying to educate them. Also, many of the children would be better educated in a special facility.

I was sure that was what you meant, Joe. But the way you phrased it was too broad, IMO. The "Disablities" act is a real moneymaker for the Tort boys.
