Mexico has something in common with most all of South America and the Philippines, their future course was set by the Spaniards. Fortunately the USA was settled by England and not Spain and the Catholic church. <<a weak educational system that produces too few engineers and technocrats, high energy costs, low spending on research and development, and systemic corruption>> Mexico has high energy costs because of their national pride and their unions. The bozos are importing natural gas from the USA to feed manufacturing and electricity generation. The nation has plenty of natural gas but they cannot afford to use their oil revenues to support exploration and production. Since they are so proud they will not accept direct foreign investment.
