NY Times: Libyan PM Says US Must End Sanctions

Libya's prime minister has told a U.S. newspaper that his government will not be bound to pay the remaining compensation due to victims' families for the Lockerbie bombing, if Washington does not lift sanctions by mid-May.

In an interview published in Friday's New York Times newspaper, Libyan Prime Minister Shukri Ghanim said the United States should act quickly to reward Libya for abandoning its secret nuclear weapons program.

He said any decision on lifting sanctions would be an "internal matter" for the Bush administration. But he also told the paper that the conditions for the full settlement with families of Pan Am flight 103 victims require the United States to lift its sanctions and remove Libya from the list of states sponsoring terrorism by May 12.

Under the agreement signed in September, Libya accepted responsibility for the 1988 downing of the airliner over Scotland and agreed to pay $10 million to each of the 270 victims' families.

So far, each family has received four million dollars, with the additional six million due when the terms of the agreement are met.

The United Nations lifted its sanctions after Libya agreed to the pay-out, but the United States has so far maintained its sanctions.
