Your example has jobs moving from one part of the US to another, one part of Germany to another. This is not the situation with globalized jobs moving to India and China. These jobs will not benefit the US, the side benefits of taxes paid and uncounted small businesses supported by the wage earners will be lost. The corporations and investors do better in the short term, but the American middle class suffers - and the middle class is what makes America. Most of the rest of the world have rich and poor. I don't know the answer, but I don't see Bush even asking the question.
