What else?

Sure, the sanctions were hurting, but not him, only his people, and like Saddam he could care less.

But seeing the US military tear through the most powerful military in the Middle East as though it were tissue paper certainly had to have worried him. And seeing Saddam, formerly considered a Lion of Islam as Qaddafi sees himself, cowering in that spider hole -- well, even Qaddafi could see the handwriting on the wall.

So he decided on getting the best deal he could while he was still in a position to deal.

What other motivation do you think he had? For sure eight years of Clinton didn't scare him one whit. With good reason.
