The reporter misses the two main points.

The article reports "school officials say they have little choice," but doesn't follow with any analysis. It could be that the school officials didn't or wouldn't speak to that. The story would have been more useful if that were covered.

It's easy to see how we may have evolved into this. Either we need to change the rules for school discipline or we need to expand juvenile courts. I was encouraged that at least the schools weren't just throwing up their hands and letting the classes be disrupted.
