calling in the cops is about the only response left.

Parents are just flat sick and tied of unruly Johnny disrupting classes and get extra attention and tutoring because of it. "Throw the little bastard out" is getting to be the preferred solution. NCLB is a major factor in this attitude. The school does not want to have to count non-learners in their test results.
