Maurice, the black streaks of particulate muck is fine sand, very fine blown in from Mongolian regions. I lived in Beijing for 7 years all of which was before any noticeable industrialization and I well know the phenomenon. When I ate in a restaurant then the damp towel was often a necessity not some kind of quaint East Asian luxury as it is in fancy Chinese and Japanese restaurants outside of Asia. The tobacco smoke, poisonous of course, is different. Mao Tse Tung was a smoker so of course smoking couldn't be opposed. I think common sense will reign in that area.
