Kumar, perhaps we should "be more cynical" about what Bush is proposing. When you take the "smiley face" off, the implementation may be good. What is being proposed is a way to get Illegals to register with the Government on a voluntary basis. No need to chase them. The ones that don't register then are then easier targets. We will then have them on file, and easier to track. If they try to stay without complying, they will be easier to find. They are here, and we are doing nothing at the moment. Attempts to deport them all will not work. Probably this is the best compromise.
