but does the savings rate still exclude stock investments? That was always the problem with it in the 90s since mutual funds have become savings instruments for a lot of people.

As far as the budget deficit, there is one eensie weensie bit of good news. If the upper end tax cuts were rescinded, there probably wouldn't be much hit to the economy. No jobs were created because of these things, just a brief stimulus that showed up in a lackluster retail spending season for 03. The "trickle down" theory that those were based on wound up trickling offshore due to globalization. So the next legislature can just cut all these things back to where we were to shore up the budget and things should be ok.
