President. 21 electoral votes. 2000 election: Gore 51%-Bush 46%.
Senate. Arlen Specter (R).
Pennsylvania 13. Open; Joe Hoeffel (D) running for U.S. Senate.
Pennsylvania 15. Open; Pat Toomey (R) running for U.S. Senate.
