The first way is to look at the terrorists as bandits, clumps of criminals. Organized maybe, but still just criminals, to be dealt with in police actions wherever they are found.

The second way sees the terrorists as the militant arm of a large, radical anti-American movement that is trying to take over much of the Middle East.

I understand the way you have framed this but I think you are created a dichotomy where one doesn't exist. I don't see any inherent incompatibility between the two premises. One can accept the second premise without abandoning the first. I don't think that the split is between those who "get it" and those who don't.

I think the split is about how to approach the problem you defined. You're assuming that if one accepts your second premise that it is intuitively obviously that militarily draining the swamp is the approach to take. Others find that precipitous, not necessarily incorrect, but precipitous and risky.

I think the split is essentially cultural. I can't speak for the professional pacifists. I don't presume to know where they're coming from. But I can speak for myself and many others I know who were skeptical about Iraq and concerned about how Bush has pursued the war on terror. Perhaps it's a "cultural elite" POV that I harbor. I do think cultural frame of reference is where the difference comes from, not so much the conceptual difference you present.

I will try to explain that but I have plans for lunch and have to go now.
